Цель SCCP - обеспечить логические соединения для передачи блоков данных сигнализации, ориентированных или не ориентированных на соединение. То есть, SCCP предоставляет возможность осуществлять по сети передачу данных, не связанную непосредственно с конкретным соединением разговорных каналов. 
В качестве транспортного уровня может использовать:
